ORA-12154: TNS: could not resolve the connect identifier specified

export TNS_ADMIN=/usr/lib/oracle/10.1.0.3/client

the above location contains the tnsnames.ora.Also ensure that you also export, ORACLE_HOME variable. This should solve the issue, there could be syntax error in the file.
